development and validation of factory standardsFactory standards are a set of standards that are used in the production units or organizations according to their specific activities. For example, each unit follows certain principles for all their activities in the fields of design, manufacturing or services which obey a framework and they can be applied in the form of factory standards.
Factory standards are a prerequisite documents for the development of standards at higher levels such as national or international standards. In other words, a country that has more factory standards, can play a more effective role in regional and international standards. Of course, this requires production and development of knowledge that country. This is because knowledge and research are the key elements of factory standards development. The project of development and validation of factory standards was delegated to QMSI Faculty in 2013. The process is as follows:
Application SubmissionIf the products aren't included in the mandatory or voluntary standards or the national standard doesn't exist, the units can apply for the factory standard declaration through General Department of Standard in Provinces. They can also apply through QMSI Faculty by writing a letter or through standard clinics in industrial zone, for factory standard development or validation. It's needed to mention that for asking validating factory standard the applicant takes the registration number and the procedure (33/216) along with the form (F-33-216-1) and two copies of the factory standard to the General Department of Standard in Provinces
- a copy of the valid production license or a valid certificate from regulatory bodies
- a copy of company statute ads along with the latest variations in official Gazette (if the license production is named to the company instead of individual)
- a copy of certificate or ads for registration of trademark in official Gazette (if the application is for the company and the product isn't sanitary, eatable or drinkable, providing of trademark isn't mandatory)
- if the product is licensed or made by order, the copies of documents and relevant agreement.
- Two copies of the standard text
Application can be made through the following three ways:
- General Department of Standard in Provinces
- The standard clinic offices
- The applicant
ProcedureGeneral review: standard of the product is reviewed to be identified if it is mandatory or voluntary and if the standard of the product is mandatory or voluntary, it is out of the procedure and the applicant will be notified. Searching resources and requirements: Other resources related to the product (internal/external) will be examined and standards and test methods will be reviewed
Feasibility study: According to the resources, the possibility of development or validation of factory standard setting is proposed. If the possibility of development or validation of the standard is accepted, the secretary of the development is selected according to the industry field. Initial visit: if it is necessary to obtain a product sample and initial inspection, it is required to accept the initial visit of the unit. If the development of the factory standard or validation of standard is suggested, the team will gathered and they will hold meetings for developing the standard. This team includes the secretary, experts of the industry, applicant member and one member of QMSI Faculty.
Designing and testing: according to the fact that the tests listed in the standard of the production unit is performable or not, planning for performing them will be done. When the test is done inside the manufacturer laboratory, all testing should be done in the presence of QMSI representative. If it is necessary to do the tests in other laboratories, the required samples will be sealed under the supervision of a QMSI Faculty representative and will be sent to the laboratory. If inspection is place is necessary, the relevant check-lists will be filled out by the secretary and experts. Checking final results and preparing the validated Factory Standard package: after receiving the test results if the standard needs to be revised, it will be prepared by the secretary and the final version, along with the report, will be sent and to the General Department of Standard in Provinces for allocating a declaration code.
